It was first proclaimed by UNESCO on November 17, 1999. Mother Language Day is part of a broader campaign to promote the preservation and conservation of all languages around the world.

The concept to observe International Mother Language Day originates from Bangladesh. On February 21, the people of Bangladesh (formerly East Pakistan) commemorate the day when they fought for the recognition of the Bangla language. It is also observed in West Bengal, India.

History of 21st February

British partitioned India and Pakistan in 1947. They made two parts of Pakistan as West Pakistan (now Pakistan) and East Pakistan (now Bangladesh). The majority of people lived in the eastern part but the western section had the leading authority.

Bengali was the mother tongue of the East Pakistan where majority lived but Urdu was declared as the primary state language of Pakistan by the western government. Urdu was supposed to be used exclusively in schools and the media. In East Pakistan, this decision sparked instability and protests.

As the protest had become increasingly violent in early 1952, the government enacted a rule (Section 144) that describes there should be no gathering of more than three individuals at a time. On 21st February, 1952, students began gathering at the University of Dhaka, in defiance of the law but police arrested several protestors. This infuriated the mob even further, and as the students tried harder to enter the East Bengal Legislative Assembly building. Police opened fire on the protesters and four of them were spot dead.

On 29th February, 1956, the western government of Pakistan declared Bengali as Pakistan’s second official language, and the country’s constitution was rewritten.

Symbol of 21st February

In Dhaka, Bangladesh, the Shaheed Minar (martyr’s monument) honors the four demonstrators who were killed in 1952. The monument has been recreated three times. The initial version was created on February 22-23, 1952; however, it was destroyed within a few days by the police and troops. The second version was started in November 1957, but the building was halted when martial law was imposed, and it was destroyed during the Bangladesh Liberation War in 1971.

The third version of the Shaheed Minar followed the same blueprints as the second. It comprises four marble frames that stand alone, as well as a bigger double marble frame with a slanted top part. The frames are made of marble and stand on a stage that is roughly four meters (14 feet) above ground level. The double frame represents their mothers and country, while the four frames reflect the four men who died on February 21, 1952. In places where Bangladeshis have settled, such as London and Oldham in the United Kingdom, replicas of the Shaheed Minar have been built.

Celebration on 21st February in Bangladesh

The rostrum of Shaheed Minar is covered in flowers on February 21st, as a tribute to our national heroes who sacrificed their lives for the sake of our mother language and culture.
